The people who vote are the people who vote. Registering everyone automatically won't increase the number of people who actually vote. But, it does increase the chances of their ballots being harvested or people voting in their place.

I'm no lawyer, but I don't think it is unconstitutional. Merely being registered to vote does not carry with it a requirement to exercise that right.
