Each one needs to be re-evaluated and adjustments made for any differences between the situation that was planned months ago, and the situation as it exists at the time of execution. Spitter insisted that the raid was “a successful operation by all standards.” Killing more women and children than terrorists is exactly the successful plan drawn up by "Mad Dog" Mattis and approved by Tramp who was keeping his campaign promise to kill Muslim families. So there is no one to blame for a success and Tramp will never give credit for a success to Obama.
