A vestige of slavery and the "Three Fifths Compromise" -- days when a popular vote as we have now didn't exist, and state representation was completely perverted by counting people who couldn't vote. It has no function in the modern era, and that's been true for a long, long time.
And it effectively disenfranchises everybody who lives in a locked-red or locked-blue state. So for example ChrisL had no vote. She could have voted for Rump, for Clinton or stayed home, and the effect in all three cases would have been exactly the same.
That's why I voted for Nader in 2000. I was living in a red state so my vote didn't matter anyway --- so I might as well launch as feeble a protest against the rigged system as I can.
