Two years prior to the beginning of Obama's Administration The Democrats gained control of both The House and Senate and began forcing their agenda on The GOP, and the GOP did not have the ability to veto legislation and have it stand up.

So the Dems began gaining control of government and dictating policy and spending in 2006.

Obama Bin Lying was elected in 2008, and enjoyed a Super Majority for another few years.

The Republicans really were not able to gain back control until 2014. They had some success in 2012 and power began to balance out but they still had no power to stop the Dems and Obama. So The Dems reigned in Washington for 8 straight years where they went Unchallenged, and it was only in these last two years that things finally leveled out and some balance and sanity began to be restored to Washington, but it was still a fight, and Obama was still president, so real change could not occur, and The Dem Agenda has not even yet been brought completely to a hault.
