I don't care if he wanted to scratch his ass for 15 minutes it is standard procedure. The Chairman speaks for an alloted amount of time, say 15 minutes, and then the Ranking Member speaks for the same amount of time. It is not the Chairman uses his full time, shuts off Ranks Member's microphone, and walks out.
