Trump tried to get the wall funded when the GOP controlled the House and the Senate, but he couldn't get it through the Senate because Senate Democrats blocked it with a filibuster--twice. The second time came two days before the shutdown, when the House passed a government funding bill that included $5 billion for the wall--which, by the way, was $700 million *less* than the $5.7 billion Trump has been asking for--but then Senate Democrats blocked the bill in the Senate, and so the shutdown came.
