As taken up by police in New York City, Los Angeles, and across the country, broken windows policing led to the aggressive use of stops, summons, and misdemeanor arrests in predominantly black and Hispanic neighborhoods. More than 30 years later, the evidence demonstrates that the broken windows paradigm does little to nothing to reduce serious crime but does tend to make people feel more unsafe, reduce trust in and cooperation with police, and could contribute to, in fact, producing and facilitating more violence.

Except serious crime under Giuliani was greatly reduced.

Collectivizing all blacks together for crimes they didn't personally commit, is racism and black guilt. It's ok to be black, blacks don't have to have black guilt for crimes they've never committed. Funny enough, the same people who cite 13/50, are the same ones who called Don Lemon a racist for saying that white men are the biggest domestic terror threat. By their own logic, they are racist then. This type of racism is mainstream, people try to rationalize their racism through the guise of "facts".

It's the difference between urban and rural poverty. Appalachia is largely rural. Some of the poorest regions are black and in the rural south. They don't have drive by shootings or the level of crime and gun violence.

Poor urban populations have always experienced high crime levels regardless of the majority ethnic group. At different times it was perpetrated by Irish-Americans, Italian-Americans etc ... is white culture to blame?

How about rural blacks? Middle and upper class blacks? That is all black culture but little violence.

Middle class, upper class blacks, almost be definition, are NOT single mother led families.

Thus, that supports the idea that root cause is illegitimacy.

That whites make up 71% of the population so it is more likely they will be the victim of a crime .

1 in 3 black males end up in jail at some point. Its a fuck of a lot more than 1%.

That doesn’t necessarily mean anything. They can be jailed for any number of crimes, not necessarily violent (minor drug crimes for example). Also poor black men are much more likely to not be able to pay bail, to be pressured into a plea deal rather than a jury trial and black youth are more likely than white youth to get jail sentances for the same crime.
