They are under-qualified and too lazy to learn their jobs.
Every time we did a walk thru in a new building one of us WGs would point out the flaws in their plans and they didn't want to hear it.
My solution was that the planners in the engineering section spend a few weeks riding around in trucks with the guys that have to fix all of their fuck ups, but you can't get them to get out of their warm cushy offices and get dirty.
