According to an email written by then-state GOP chairman David Shafer, Hall was acting at the request of David Bossie, the Republican operative, onetime deputy Trump campaign manager, chairman of the conservative activist group Citizens United — and a relative of Hall’s. Bossie did not respond to requests for comment.

The president's request comes a day after his lawyers asked the Supreme Court to block another subpoena for his tax records issued by a New York grand jury. In that case, New York County District Attorney Cyrus Vance Jr. is investigating alleged hush-money payments

Since Trump couldn't be indicted, and as Trump appealed to the US Supreme Court, he couldn't even be investigated or subpoenaed as a sitting president. So the investigations didn't start until 2021. Add to that additional delays with Trump fighting every subpoena for information, appealing up the court layers, delaying the inevitable for 1-2 years.

In essence, when Trumps appeals ran out, so did his luck, and the indictments started rolling in.
