No, it wasn't. Trump never claimed there were missing ballots there. He claimed there was outright fraud, such as Biden ballots dropped into the election and Trump ballots being shredded, people being denied their right to vote because others voted in their name, invalid signatures, etc.

Even after he was informed by Georgia's Secretary of State's office that all those rumors were investigated and debunked, Trump continued pressuring Raffensperger to find enough votes for him to win Georgia and threatening him with committing a crime if he doesn't look into it and report there was fraud.
