Are you calling the Director of the FBI James Comey a DUMB Person? Because that is EXACTLY the rationale he used on 7/5/16, that Hillary committed many egregious felonies, but had not demonstrated any willingness of intent to harm the country with it! Even though the law does not require any as such. She was just excessively careless and sloppy with her handling of national intelligence as the top national intelligence director.
