I have yet to witness a shortage of employees at any of the Walmarts I've visited. I've seen many loafing and not offering to help anyone find something. I'd say if they indeed had a problem finding and keeping employees, then that would cause them to pay more. Apparently they can find and retain all they need under their current pay plan.

You are correct. The non-spin reality is that the American taxpayer subsidizes underachievers. Whether or not some of them have begun to work their way back to being productive and self-sufficient by finding an entry-level job is irrelevant to this.
