He was aggressive on the wall and figured out a way to get it built without Congress, he was aggressive with China, he was aggressive in pressuring the FDA to give emergency use authorization to the new vaccines, he was aggressive on the border, he was aggressive against the MSM and anybody who dared to attack him. When Un threatened the US with a nuclear attack, he publicly told Un "My red button is bigger, and mine actually works!" When he told the President of Mexico he better stop migrants crossing their country to get to ours, or else he's cutting off their foreign US aid, the Mexican President sent his military to their borders to stop migrants from crossing.

Putin is his own man with plenty of top-notch intelligence agencies at his fingertips and I am sure that he takes much more than one man's opinion into consideration before he acts.
