I believe it is also a crime to make unauthorized copies of classified materials. If somebody make 10,000 copies, they would spend a long time in jail on 10,000 felony counts.

Presidential executive actions, which is what classifying/declassifying are, are subordinate to federal law, and to constitution.

And the only way to declassify it, is by an act of congress.
