One's tax return belongs to the taxpayer. The IRS is provided a copy. The taxpayer can do what he likes with his copy and the IRS can do what it deems necessary with its copy.

He already revealed what he made via his campaign financial disclosure statement, which in many ways is more comprehensive than his tax statements, except for two things; tax rate and what he donated to charity.
