Having a trade surplus with nation X means that your exporters sell more to nation X than your importers buy from nation X. The intention of tariffs is to raise the price of what importers pay. Nothing more, nothing less. When you raise the costs to importers, they do one of two things and two things only with the imports; they accept less of a profit margin or they raise the price. Importers do not usually accept less of a profit margin so the price the consumers pay goes up…as has been reflected recently in the rising CPI. They can seek alternate suppliers either domestically or from nations that are not hit by the tariffs. Both are dubious because the importer has likely tried to source from other suppliers already and is importing from Nation X because they are the low cost provider.
