Trump never held up any funding and even if he did, that wasn't the cause for the delay. In fact Trump had nothing to do with summoning the national guard as he gave that chore to Pence. Remember it was Trump's suggestion that the National Guard be there from the beginning of the day before anybody got there. It was the Capitol police Chiefs decision not to accept because Piglosi claimed it would be bad optics.
