He has decades of successful experience dealing with heads of state to gain contracts for exploration and drilling rights, and no one else has such a record of high level contacts or of successfully dealing with countries in the ME or eastern Europe, including Russia. His relationship with Russia and with Putin personally is particularly important since there can be no solution to the fighting in Syria or eastern Europe unless the US and Russia can repair their relationship.

Trump appointed an ambassador to China who has a personal relationship with the Chinese leader to present Trump's positions to China in the hope an agreement can be reached that will protect US interests in trade, and Trump seems about to appoint a Secretary of State who has not only a personal relationship with Putin but a strong working relationship with him to present Trump's positions on eastern Europe and the ME in the hope an agreement can be reached on these issues.

Tillerson would be a smart choice.

i.e., the working class.
