You know it's bullshit when the author has to put jurisdiction in quotation marks to hide the fact that newborn babies literally are under American jurisdiction and unlike their parents who are established citizens of foreign nations and thus under the jurisdiction of those nations, they are not under anyone else's jurisdiction. They aren't established citizens of any other nation and so they are also literally not under any other governments jurisdiction but our own.

The name of the country on your passport is the country of jurisdiction. And if you don't have one of those it's the country where that person is a citizen.
