it's called a percentage of the populace. so from that reports own numbers, if 123,000 undocumented people are in our jails and our figures for how many illegals are here is 11 million, then the percentage of incarceration is 1.1%. If you take the 2 million citizens and the percentage of 300 million citizens it is .66% so the report is wrong based on its own numbers. wow, they lied and misrepresented what the actual percentages were.
