Perhaps we just haven't learned anything from our experiences in Iraq and Afghanistan. I seem to remember that this country had a strategic policy of always being capable of conducting two major campaigns at once, the very foundation of our strategic planning since the Second World War. That policy is no longer an option, our failures in Iraq and Afghanistan have demonstrated for the whole world that the United States is a paper tiger, we can't even handle two minor conflicts at once.
As for the threat, no one has any way of predicting what that threat might be in five or ten years.

Hell, in Europe, protected by the powerful United States, average defense spending is from our European allies in NATO is running at 1.6%.
YOu remove immediate threats and First World democratic societies will be happy to spend the money elsewhere.
