Lets be clear Bush preIraq war had the future leaders on the one compound. All of them... The Kurds needed support to attack and it was refused.
Reason it would have weakened the case for war... All in Black Flags the book...
So the way I see it Obama got Bin Laden and Bush passed on ISIS...

They are sitting ducks right now in Mosul. Anyone who surrenders to the enemy becomes the enemy, so the "civilians" there will have to die too, as many as it takes until ISIS is exterminated. Those whose sons never have to fight lose the right to make any restrictions on our fighting men.

Bush signed an obligatory agreement with Iraq a month before he left office that tied Obama's hands about staying, leaving, or negotiating with Iraq about when and how to stay or leave Iraq. Because the real reason he had to negotiate a SOFA with Iraq was because the UN was not going to renew the Occupation Mandate for Iraq. The mandate ended Dec, 31 2008. He had a whole year to negotiate a deal to keep a residual force in Iraq. He couldn't because the Iraqis would give US soldiers immunity from Iraqi law. Without an agreement, US troops would have had to leave in 2008. President Obama continued to urge the Iraqis to allow a residual force but he couldn't get a deal done either.
However the vacuum was mostly created by the Shiite Majority in the Iraqi government.
