I agree. For the most part, insurance companies and lawyers force more restraint than Government regulations

But rolling back regulations and decreasing inspections gives them more wiggle room to push the envelope.

It still comes down to risk/reward

Which is why I have no problem with (and profit from) exemplary or punitive damages. Of course, there is no way to ever truly avoid regulation and government inspection, but nothing makes people behave appropriately like the fear of not only paying out the ass, but also having all your communications about your attempts to take shortcuts open for all the world to see, through the process of discovery in litigation. Having motivated trial lawyers constantly looking for a payday keeps them on the straight and narrow, in my experience.
