Wrong.
In order for any president to conduct diplomacy, they have to be able to share classified information.
So a president does not have to officially declassify anything "on the record", to be able to do anything at all he wants with the information.
He is the ultimate authority on whether or not it is dangerous for anything to be divulges to anybody.
Classification rules simply do not apply to presidents or any high ranking members of government, like cabinet members.

The president is the ultimate authority, and actually the source of how to handle classified information. But making that decision still requires the document with that information be formally marked or changed to indicate it's status. This is normally done by white house classification authorities, or the agency heads who originally classified the information.

As I said, it's no different than a presidential pardon. Where the supreme court said that a president has to put a verbal pardon on paper for it to be a pardon.

Nothing could be wrong for the Secretary of State to have access to.
The problem was not what Hillary had in her possession, but whether or not she carelessly had it unprotected, and was openly emailing to all sort of people without clearance.

And the reason it was all dropped was because it was eventually conceded that a Secretary of State can not conduct business without being able to share classified info as determined by each case.
