Okay, where? I found Massachusetts and some universities.

BTW, if you look at my post earlier (that started this entire conversation), I said ideally a child should learn English before coming into the regular classroom. I also said, repeatedly that a typical teacher cannot teach 3 children English while teaching a classroom of 25 effectively.

You probably went to one of these Sheltered English programs and that is just what is needed. Those children have special materials and bilingual teachers to teach the children English. Reports are that they talk almost explicitly in English and I think that would be great. This program is not offered in every state or school, but I can see it's value. Right now, we have ESL programs that are open to all students with parent permission. That is certainly more common than SEI, lol.

The experience I have had in two schools that the ESL teacher spoke more Spanish than English so the positive effects were minimal.

It appears that after being in an SEI, the children are proficient in English enough to go in the regular classrooms. That is exactly what I was proposing!
