People die all the time. the question is can they be directly linked to the hurricane, and would it require a mystical magical instant return to the status quo ante tempestas to prevent them.
That s where the statisticians come in. They evaluate a typical mortality rate for Puerto Rico against what it was Post Maria.

And how many would have died if there was no response or a terrible one, like in a place like Haiti?
Your assumption is based on an instant recovery returning the mortality to normal within weeks or months of a massive disaster.
Responses and fixing things take time.
Nearly 5000 people died. Many due to Trump's low response. Marty is making excuses.
