Welfare was a state responsibility and states indeed had welfare. Everything was probably smaller We went from 13 states to 50, we bought Louisiana passed income tax laws, created a huge military and so on and America grew in size and power.
If the framers and the states did not want the new Constitution, they should have voted no, on ratification and approval. If the Republicans want a tiny, tiny tiny government, they should create a tiny tiny tiny government when they get in power. So far they have not done so and they have had numerous opportunities.
