In itself, Puerto Rico has no mineral or industrial wealth. It's agricultural production cannot sustain the economy. It has two basic units of wealth; land and location. It could be a tropical paradise for travelers and that is were its real wealth lays. That might work well IF the Puerto Ricans were not so complacent about criminality.....just like in the US btw.

I wouldn't have an issue with them going with some federal help in fixing and upgrading the infrastructure there, but it should come with some caveats designed to prevent the fiscal issues from happening again.

There are several stages to emergency relief:

The first is rescuing people and providing food, water and shelter....That is what is being done now

The second stage involves rebuilding public infrastructure including power, roads, water systems, schools

The third stage is helping people rebuild their homes and businesses to re-establish themselves


It is the second and third stages of recovery that are being threatened by a lack of credit. But the banks must be paid
