I talked to Missouri National Guards deployed to Puerto Rico. They said they just stood around their entire deployment & did nothing but drink & eat up supplies. They had no equipment or orders to repair bridges. So they returned home rather than be a burden. That is a failure of leadership from the CIC on down!
