We don;t know if the people who died had access to supplies, but had underlying conditions that made the susceptible to hard times or not.

We don't know may other factors that could have contributed to the mortality rate.

We also don't know what the mortality rate would have been with even less help, like a place like Haiti would see.

Supplies were sent, help was sent, but you seem to want to ignore all that and just bleat out "5000 dead" like a fucking sheep.
